JBC Strict Policy: Pre-Existing Diseases and High-Risk Jobs Excluded

Bangladesh’s state-owned insurer, Jiban Bima Corporation (JBC), has introduced strict underwriting criteria that prohibit individuals with pre-existing critical illnesses, those employed in high-risk professions, and applicants who withhold medical information from obtaining supplementary insurance benefits, commonly known as riders. Under the newly enforced regulations, prospective policyholders seeking these add-on benefits must mandatorily submit full medical disclosures along with verified diagnostic reports.

Issued on 26 July, the comprehensive 14-point directive sets out explicit operational guidelines intended to eliminate systemic discrepancies and streamline risk assessment. JBC has circulated the instructions to all corporate, regional, sales, and branch offices, mandating strict compliance across its entire operational network.

Standardising Supplementary Cover and Mandatory Health Criteria

In the commercial insurance sector, a rider serves as an optional policy extension attached to a primary life insurance contract for an additional premium, enhancing overall coverage against specific contingencies. It remains strictly dependent on the primary contract and cannot stand alone. For instance, if a policyholder holds a base life assurance policy worth ৳2 million and adds a ৳1 million accidental death rider, their designated nominee would be eligible to receive up to ৳3 million in total should a fatal accident occur. JBC routinely provides several supplementary options, including health cover, major disease protection, and waiver-of-premium benefits.

To ensure uniform administration and eliminate arbitrary approvals, JBC’s updated regulations mandate the following:

• Health and Fitness Standards: Rider facilities are strictly limited to healthy, active, and able-bodied individuals. Anyone with pre-existing critical conditions—such as cancer, cardiovascular disease, stroke, kidney failure, liver cirrhosis, or paralysis—is completely ineligible.

• Chronic and Genetic Exclusions: Coverage is systematically denied to individuals suffering from HIV/AIDS, congenital abnormalities, chronic health conditions, or severe lifestyle-related illnesses.

• Required Diagnostic Evaluations: Applicants must supply designated diagnostic test results, including serum creatinine levels and lipid profiles, as deemed necessary. JBC maintains the authority to request further diagnostic testing, medical certificates, or historical records. Furthermore, any individual hospitalised or treated for a critical condition within the past two years must undergo comprehensive medical evaluation prior to approval.

• Occupational and Physical Exclusions: Individuals with permanent or partial physical or mental impairments are barred from acquiring health, critical illness, and waiver-of-premium riders. Supplementary protection is likewise denied to personnel in high-risk jobs, dangerous trades, or hazardous sports.

• Automatic Termination: Because supplementary benefits are inextricably bound to the base contract, any surrender, cancellation, or lapsation of the main life policy results in the immediate forfeiture of all attached riders.

Tackling Non-Disclosure and Administrative Irregularities

A core objective of the 14-point policy is to enforce honesty during the application stage. Policyholders are legally bound to declare their complete medical background, past treatment records, and physician recommendations. Deliberate suppression of health information or misrepresentation will result in the immediate rejection of insurance claims, along with appropriate administrative and legal remedies under existing rules.

The policy overhaul comes in response to significant operational vulnerabilities identified within JBC’s branch network. Officiating Managing Director Sayeed Khutub—who serves concurrently as an Additional Secretary in the Financial Institutions Division of the Ministry of Finance—noted that these directives aim to stamp out irregularities in rider distribution. Internal sources confirm that various branch offices had previously been issuing riders without mandatory health screening or job-risk evaluations, enabling individuals with non-disclosed ailments to secure add-on cover. This lack of initial scrutiny led to frequent disputes and claim rejections at the point of settlement.

The reform coincides with executive restructuring within the state entity. JBC Chairman Md. Mokhles ur Rahman recently submitted his resignation, which is currently awaiting formal clearance from the Prime Minister’s Office, whilst the corporation continues to operate without a permanent managing director. Financial analysts expect the strict 14-point policy to restore transparency, standardise risk underwriting, and minimise post-claim litigation.
