Multiple victims have alleged that government rice allocations cannot be secured without paying bribes at the office of the Upazila Project Implementation Officer (PIO) in Kishoreganj, Nilphamari. According to these reports, Office Assistant Liton Islam routinely demands substantial bribes before accepting any application for allocation.

Allegations of Systematic Corruption

During a field investigation and interviews with beneficiaries, it became evident that Liton Islam’s demand for bribes has become routine practice, especially in the 2024–25 fiscal year projects such as TR (Test Relief) and Kabikha (Work for Money/Food), which are intended to support orphans and underprivileged students.

Accusations include:

  • Delaying allocations if bribes are not paid.
  • Illegally selling subsidised rice—originally meant for the poor—to dealers at higher prices.
  • Fabricating applications under the names of non-existent institutions.
  • Misusing his long-term posting to establish a corrupt nexus with certain local rice dealers

“He consumed the rice meant for orphans. I have left the matter to Allah.”

Emerging Pattern of Fraud and Favouritism

Further allegations suggest Liton has repeatedly siphoned off allocations by creating fake institutions. Beneficiaries claim he has strategic alliances with certain dealers, using his influence and long tenure in the office to profit from rice meant for the destitute.

Liton Islam’s Response

When contacted by phone, Liton Islam refused to comment directly, saying:

“Brother, I don’t want to say anything over the phone. Please meet me in person. I’m from your area—you’ll understand once I explain the matter.”

This evasiveness has only intensified suspicions surrounding his conduct

Repeated attempts to get a response from the Upazila Project Implementation Officer (PIO), Latifur Rahman, yielded no comment.
