Bangladesh Bank to Launch Collateral-Free Loans for Youth

Bangladesh Bank is set to roll out a BDT 10 billion collateral-free lending scheme titled “Udyog” later this month, creating new avenues of commercial credit for young entrepreneurs. The initiative aims to provide low-cost financing to the younger generation, honouring the aspirations of the youth who spearheaded the July-August 2024 mass uprising.
According to central bank sources, the three-year programme will initially launch as a pilot phase across all upazilas in eight selected districts representing the country’s eight divisions. Full nationwide implementation is scheduled to commence in January 2027.
The BDT 10 billion package is divided equally into BDT 5 billion in loans and BDT 5 billion in matching grants. The central bank will not create a separate fund for the initiative; the loan component will draw from existing refinancing schemes, whilst the grant portion will be funded through unutilised Corporate Social Responsibility (CSR) funds from commercial banks alongside Bangladesh Bank’s internal resources.
Aspiring business owners under the age of 28 can apply for the scheme. Commercial banks will conduct preliminary screenings to shortlist candidates, who will then present their business plans at a day-long upazila-level session before a specialised selection committee. To ensure impartiality, this committee will comprise representatives from commercial banks, the central bank, and prominent entrepreneurs, explicitly excluding politically exposed persons (PEPs).
Under the terms of the package, ten entrepreneurs per upazila will be selected, with each eligible for up to BDT 1 million in loans alongside a matching grant of up to BDT 1 million. To safeguard the collateral-free funds, the central bank has built in a default clause: if a borrower fails to repay the loan within the stipulated timeframe, the grant portion corresponding to the defaulted amount will convert into debt. Defaulting borrowers will face legal action for the combined sum, whereas those who honour their repayment schedule will retain the grant without added liability.
