Bangladesh Moves to End Teachers’ Long Vacations

The Government of Bangladesh is moving towards abolishing the long-standing vacation system enjoyed by teachers in state-run colleges under the Bangladesh Civil Service (General Education) cadre, in a significant administrative reform aimed at restructuring academic leave provisions.

According to official sources, the Ministry of Education has formally submitted a proposal to the Ministry of Finance seeking to reclassify these posts as “non-vacation” positions. If approved, the change would effectively end the traditional extended summer and winter vacation benefits currently enjoyed by government college teachers, bringing their leave entitlements in line with other civil service officials.

The development was confirmed in an official memorandum issued on Sunday, 29 March, by the Secondary and Higher Education Division of the Ministry of Education. Under the proposed framework, teachers in government colleges would no longer benefit from prolonged institutional closures as a form of de facto leave. Instead, they would be entitled to a standard annual allocation of 20 days of earned leave, similar to other government employees.

Major Shift in Academic Service Structure

Officials familiar with the proposal indicated that the primary objective of the reform is to enhance productivity, ensure continuity in academic activities, and reduce prolonged disruptions in teaching schedules. Historically, government college teachers have benefited from extended breaks during summer and winter vacations, during which institutions remain closed and academic activities are suspended.

Under the new system, these periods would no longer be treated as automatic leave for staff, marking a significant departure from decades of established practice in the public education system.

Policy Background and Administrative Review

The memorandum references the Government’s Leave Rules of 1959, which provide the legal foundation for vacation and non-vacation classifications of public sector employees. However, officials noted that changing educational demands and administrative requirements have prompted a reassessment of these outdated classifications.

The Ministry of Finance had earlier advised a review of the definition of “vacation staff,” encouraging a reassessment of whether such categories remain appropriate in the current governance framework. Following this recommendation, both the Ministry of Public Administration and the Ministry of Education initiated discussions to revise relevant service rules.

Position of the Public Administration Ministry

The Ministry of Public Administration has reportedly acknowledged the complexity of formally designating the education sector as entirely “non-vacation.” However, it has suggested that a more practical approach would involve aligning leave structures for members of the Bangladesh Civil Service (General Education) and Technical Education cadres with standard government leave policies.

This would include harmonising provisions related to recreational leave and earned leave on average pay, ensuring consistency across public sector employment frameworks while maintaining administrative flexibility.

Expected Impact on Education System

If implemented, the reform is expected to significantly alter the working structure of government colleges across Bangladesh. Teachers would be required to maintain regular administrative and academic duties throughout the year, with leave governed strictly by official entitlements rather than institutional shutdowns.

Supporters of the proposal argue that the move will ensure greater accountability, improved academic continuity, and more efficient use of public resources. It is also expected to reduce disparities between education cadre officials and other government service sectors.

However, the proposal is likely to prompt debate among educators, many of whom view the existing vacation system as an integral part of the academic structure. Concerns are expected to centre on workload balance, institutional readiness, and the potential impact on teacher welfare.

Toward a Uniform Civil Service Framework

The proposed reform reflects a broader government effort to modernise public administration and standardise service conditions across different cadres. By aligning education sector leave policies with general civil service rules, authorities aim to create a more uniform and performance-oriented administrative system.

As discussions continue between ministries, the final decision will determine whether one of the most longstanding features of Bangladesh’s public education system—the extended vacation structure—will be permanently phased out in favour of a standardised national leave framework.
