EU Chief Faces Confidence Votes Amid Parliamentary Tensions

European Commission President Ursula von der Leyen is set to face two confidence votes on Thursday in the European Parliament, highlighting underlying tensions in the assembly. While the motions pose little threat to her leadership, they reflect growing dissatisfaction with her policies and governance.

 

The two motions were tabled by hard-left and far-right lawmakers, citing:

  • Alleged lack of transparency within the European Commission.
  • Discontent with EU trade policies.

Von der Leyen faces criticism from multiple sides:

  • Centrist and left-leaning groups argue the Commission has blurred lines with the far-right and backtracked on environmental legislation.
  • Valerie Hayer, leader of the Renew group, charged that “the pro-European majority that elected you is still not functioning properly.”
  • Iratxe Garcia Perez, representing the Socialists and Democrats, warned: “You must choose between your allies and those who are not our friends.”

 

During Monday’s debate, representatives from the challenging factions called for her resignation:

  • Manon Aubry (France Unbowed, hard-left) accused von der Leyen of “inaction” over the situation in Gaza, describing it as “genocide.”
  • Jordan Bardella (Patriots, far-right) criticised Europe’s trade stance as a “surrender” to the United States.

Despite these criticisms, neither centrist nor socialist factions are expected to break ranks with von der Leyen, while the European People’s Party (EPP) remains firmly supportive.

 

In her defence, von der Leyen adopted a conciliatory tone, emphasising:

  • The importance of unity within the European Parliament.
  • The need to address major challenges facing the EU, including the war in Ukraine and broader threats from Russia.
  • The risk posed by external actors exploiting divisions within the bloc.

“The truth is that our adversaries are not only ready to exploit any divisions — they are actively inciting those divisions in the first place,” she told lawmakers.

Historical Context

  • The European Parliament has never successfully removed a Commission through a confidence vote.
  • The closest precedent occurred in March 1999, when Luxembourg’s Jacques Santer-led Commission resigned en masse due to corruption and mismanagement, avoiding a confidence vote it was likely to lose.

These votes, while unlikely to unseat von der Leyen, underscore the fractious nature of the current Parliament and the delicate balance within the pro-European coalition.
