The Government of Bangladesh is preparing a major initiative to restore the Kartoa River, a waterway that has suffered severe degradation over the decades. The project involves dredging a 230-kilometre stretch of the river, with a proposed budget of BDT 11,220 crore. Authorities expect that once the river is rejuvenated, the natural flow of water will return not only to the Kartoa but also to its tributaries, including the Ichamati River and Gajaria River. This restoration is projected to improve irrigation, mitigate flood risks, prevent riverbank erosion, and curb illegal encroachment and pollution.
According to sources at the Planning Commission, the new project will be presented for approval at the upcoming Executive Committee of the National Economic Council (ECNEC) meeting on 6 April, marking the first such session under the current government. The proposal is among 17 projects listed for consideration, with the final draft prepared at a recent preparatory meeting attended by the Minister and State Minister of Planning. Notably, the Kartoa River project falls within the parliamentary constituency of Prime Minister Tarique Rahman.
Officials involved in the project highlight that the river in Bogra city has become almost lifeless. “The stagnant water emits a foul odour, making it uncomfortable for residents. The project aims to restore the river’s natural flow and improve the local environment,” said SM Shakil Akhter, Secretary of the Ministry of Planning. Plans also include embankments along the riverbanks and recreational spaces for children.
Historically, the Kartoa served as a crucial transport route, enabling the movement of coconuts from Khulna by boat and supporting the livelihoods of local fishermen. The river began to deteriorate after a flood control dam was constructed at its mouth during the Ershad era, disrupting its natural flow. Since the 1980s, the river has been in decline, prompting local citizens to launch the “Save the Kartoa River Movement” in 2010.

The river’s origin is historically linked to the Tista River, which shifted its course following the 1787 flood. The Kartoa became dependent on seasonal rains, leaving it vulnerable to encroachment and siltation. Revival of the river’s flow will also support irrigation and enhance water levels in the Ichamati and Gajaria rivers.
Experts and local environmentalists have long advocated for the river’s preservation. Shamsul Huda, Executive Director of the Association for Land Reform and Development (ALRD), noted that the project could serve as a model for protecting other rivers across Bangladesh while significantly benefiting agriculture and the environment.
