The tension follows a report published by the American news outlet Axios, which suggested that the United States and Iran were on the verge of reaching a memorandum of understanding aimed at definitively ending the current conflict. However, the immediate dismissal by legislative figures in Tehran suggests a profound disconnect between the proposed terms and the strategic expectations of the Iranian leadership.

The Proposed Diplomatic Framework

According to the report by Axios, the proposed agreement was intended to facilitate a comprehensive end to active hostilities, followed by a critical 30-day transition period. This period was designed to serve as a window for high-level negotiations on several long-standing and volatile issues that have defined the bilateral relationship for decades. The primary pillars of the proposed discussions included:

  • Nuclear Activities: Detailed oversight and restrictions concerning Iran’s nuclear programme.

  • Sanctions Relief: The systematic removal of United States-led economic sanctions currently imposed on Iranian entities and individuals.

“The message of the Axios news is more of a list of American desires than a reality,” Rezaei stated. “The Americans will obtain nothing from a war they are losing, nor will they achieve what they could not gain through face-to-face negotiations.”

This sentiment reflects a broader perspective within Tehran that views American diplomatic overtures as a strategic manoeuvre intended to mitigate military setbacks rather than a sincere effort toward equitable peace.

According to the Tasnim News Agency, Tehran has yet to provide a formal diplomatic response to the United States’ proposal. However, internal dissatisfaction is evident through statements made by anonymous officials.

A high-ranking Iranian official, speaking to Tasnim on the condition of anonymity, indicated that several conditions embedded within the United States’ proposal are “unacceptable” to the Islamic Republic. The official emphasised that the tone of the proposal remained a point of contention, stating:

“The use of the language of threats against Iran is ineffective. Using such language may only worsen the current situation for the United States.”

The inclusion of the Strait of Hormuz in the negotiations underscores the global stakes of the conflict. As one of the world’s most strategically important chokepoints, the strait sees approximately one-fifth of the world’s total oil consumption pass through its waters daily.
