Grameen Bank Retired Staff Face Crisis After Ignored Court Order

Nearly 14,000 retired employees of Grameen Bank and their families face severe financial hardship and growing distress due to the management’s failure to execute a landmark High Court verdict. Despite explicit legal directives ordering the restoration of pension benefits and outstanding allowances, the institution has taken no visible steps to implement the ruling.

Leaders of the Grameen Bank Retired Officers and Employees Association voiced these grievances during a press conference held at the Sagar-Runi Auditorium of the Dhaka Reporters Unity on Monday, 20 July. Association representatives appealed directly to government policy-makers and relevant regulatory bodies for immediate intervention to end years of deprivation.

Reading a written statement on behalf of the association, Central President K. M. Shahidul Huq pointed out the foundational legal status of the institution. Grameen Bank was established through a statutory ordinance in 1983, making it a fully statutory state body. Under Bangladeshi law, all policy benefits and financial incentives declared by the government for state-owned and statutory organisations automatically extend to Grameen Bank employees. Despite this legal framework, staff members have been systematically denied these statutory entitlements for decades.

A Long Battle in the Courts

Faced with persistent non-compliance from bank authorities, former employees sought legal remedy by filing two separate writ petitions (Nos. 9526/2021 and 6765/2021) in the High Court. Following extensive hearings, the court ruled in favour of the retirees on 19 March 2024, with the comprehensive full verdict published on 22 June 2026.

The High Court order explicitly instructed Grameen Bank authorities to reinstate re-pension benefits and disburse all outstanding arrears, including festival allowances, medical allowances, and the Bengali New Year allowance without delay. In its legal observations, the court stated that as a recognised statutory body, any financial incentive or statutory benefit granted by the state must be applied to Grameen Bank staff without discrimination.

Systemic Delay and Mounting Distress

Expressing deep frustration, Huq noted that other state-owned financial institutions and statutory bodies across Bangladesh fully implemented the Ministry of Finance circulars regarding the 2004 festival and medical allowances, alongside the 2018 re-pension directives. Grameen Bank, however, has continually ignored these government orders. He added that back in 1994, many employees were forced out under a controversial “voluntary retirement” scheme, compounding their long-standing grievances.

A month after the publication of the full court text, the bank administration continues to delay implementation, citing administrative complexities and funding shortages. Many elderly retirees, now in the twilight of their lives, are struggling to afford essential healthcare and basic daily expenses.

Association leaders warned that if the management fails to comply with the judicial order immediately, the former staff will launch nationwide demonstrations and pursue further legal remedies.

Other key figures present at the press conference included Vice President Habibul Islam, Advisor Golam Maowla, Secretary General Advocate Siddiqur Rahman, and Finance Secretary Abu Mohammad Matiur Rahman, alongside retired staff members who travelled from across the country.
