Diplomatic Reception and Intergovernmental Framework

Upon his arrival at Beijing Capital International Airport, President Putin was formally received by the Chinese Foreign Minister, Wang Yi, before departing for the Diaoyutai State Guesthouse. During these ministerial deliberations, Vice-Premier Ding observed that relevant authorities from both nations have maintained collaborative workflows to preserve a positive, upward momentum in bilateral investment cooperation. He urged both states to fully leverage the coordinating function of the China-Russia Investment Cooperation Committee, steadily advance critical infrastructure and economic projects, and systematically expand areas of joint cooperation to yield more practical results. In response, First Deputy Prime Minister Manturov affirmed Russia’s readiness to strengthen strategic alignment, expand the substantive scope of their mutual engagement, and actively address economic issues of mutual concern to enhance the overall tier of bilateral investment.

Agenda for the Head-of-State Summit

The core itinerary of the state visit is scheduled for Wednesday, 20 May, when President Putin will hold extensive bilateral talks with the Chinese President, Xi Jinping. The two leaders are expected to exchange views on expanding comprehensive cooperation across multiple sectors, alongside addressing mutual regional and global security anxieties.

The accompanying Russian delegation includes numerous government ministers, economic officials, and directors of major state-owned energy firms. According to official briefs, the bilateral agenda will focus heavily on economic integration, bilateral trade settlements, and energy infrastructure, including discussions surrounding hydrocarbons, gas delivery frameworks, and the proposed Power of Siberia 2 pipeline project. Following their primary summit, the two heads of state are expected to sign a comprehensive joint statement alongside a series of intergovernmental agreements. President Putin is also scheduled to hold a standalone meeting with the Premier of the State Council of the People’s Republic of China, Li Qiang, to specifically review trade, commercial synergy, and educational exchange frameworks.
