Sri Lankan fast bowler Nuwan Tushara has initiated legal proceedings against senior officials of Sri Lanka Cricket (SLC) after being denied a no-objection certificate (NOC) required to participate in the Indian Premier League (IPL), according to reports from Sri Lankan media.

Tushara was expected to represent Royal Challengers Bengaluru in the current IPL season following his acquisition at the player auction for INR 1.6 crore. However, his participation was thrown into doubt after SLC declined to grant the necessary clearance, citing concerns over his failure to meet fitness assessment standards.

In response, the 29-year-old pacer has filed a petition at the Colombo District Court, challenging the board’s decision and seeking permission to feature in the lucrative franchise tournament. The legal action names several senior SLC officials as respondents, including the president, secretary, treasurer and chief executive officer.

The court has scheduled the matter for hearing on 9 April, marking the beginning of what could become a significant case regarding the balance between national board authority and players’ participation in overseas franchise leagues.

Dispute over fitness assessment and eligibility

At the heart of the dispute lies SLC’s decision to withhold the NOC based on Tushara’s reported failure to pass a fitness test. The bowler, however, has strongly contested this justification. He argues that his current fitness levels are consistent with those maintained throughout the majority of his professional career, during which similar clearance requests were previously approved without issue.

Tushara further claims that the decision appears inconsistent and unfair, suggesting that no new or extraordinary concerns have been raised regarding his physical condition compared to earlier stages of his career.

He has also informed the court that his central contract with Sri Lanka Cricket was due to expire on 31 March and that he had already indicated his intention not to renew it. Additionally, he is said to have expressed a desire to step away from international cricket, making the denial of the NOC even more contentious from his perspective.

Financial implications and career impact

The legal filing highlights the significant financial consequences of being denied participation in the IPL. Having been purchased for INR 1.6 crore by Royal Challengers Bengaluru, Tushara argues that the refusal of clearance has resulted in substantial economic loss, as well as the denial of a major professional opportunity on one of cricket’s biggest global stages.

The IPL is widely regarded as the most financially rewarding domestic cricket league in the world, and participation often represents both a career milestone and a major income source for players from Full Member nations.

Broader implications

The case has drawn attention to the ongoing tension between national cricket boards and players seeking opportunities in global franchise leagues. While boards typically retain the authority to issue or withhold NOCs based on workload management, fitness and national commitments, players increasingly view such decisions through the lens of contractual freedom and career autonomy.

Observers suggest that the outcome of this case could set a notable precedent within Sri Lankan cricket administration, particularly regarding transparency in fitness evaluations and consistency in granting overseas playing permissions.

As the hearing approaches, attention will remain firmly fixed on both the Colombo District Court and Sri Lanka Cricket’s justification for its decision, which now faces formal legal scrutiny.
