The Government of Bangladesh has assigned 101 recently promoted Joint Secretaries, who had been serving as Special Officers on Special Duty (OSD) under the Ministry of Public Administration, to various ministries and divisions across the government. The officials will continue serving in their newly assigned workplaces until further orders, marking the next phase of their administrative responsibilities following their promotions.
The appointments were announced through an official notification issued by the Ministry of Public Administration’s Appointment-2 Branch on Sunday (12 July). The notification was signed by Senior Assistant Secretary Jeti Pru.
According to the order, the officers had been promoted to the rank of Joint Secretary through separate notifications issued by the Ministry of Public Administration on 9 July 2026. Pending permanent postings, they had been serving as OSDs—a status commonly used within Bangladesh’s civil administration for officers awaiting formal assignment after promotion, transfer or administrative restructuring.
The latest notification states that the promoted officials have now been attached to specific ministries and divisions where they will discharge their official duties until fresh instructions are issued by the government. Such attachments are a routine administrative measure designed to ensure that experienced officers are promptly deployed across the public administration system while permanent postings or subsequent reshuffles are considered.
The ministries and divisions receiving the newly promoted Joint Secretaries include several of the government’s most significant administrative institutions. These include the Ministry of Industries, Finance Division, Local Government Division, Health Services Division, Medical Education and Family Welfare Division, Ministry of Home Affairs, Ministry of Agriculture, Ministry of Commerce, Power Division, Energy and Mineral Resources Division, Secondary and Higher Education Division, Cabinet Division, Planning Division, Ministry of Environment, Forest and Climate Change, Road Transport and Highways Division, Ministry of Shipping, Ministry of Science and Technology, Information and Communication Technology Division, Ministry of Labour and Employment, Ministry of Defence, Ministry of Religious Affairs, and the Ministry of Expatriates’ Welfare and Overseas Employment, among numerous other ministries and government departments.
The distribution of officers across a broad range of ministries reflects the government’s effort to strengthen administrative capacity in key sectors responsible for economic management, public services, infrastructure development, governance, education, healthcare, energy, technology and national security. Joint Secretaries occupy a crucial position within Bangladesh’s civil service hierarchy, where they oversee policy implementation, coordinate inter-ministerial activities and supervise major administrative functions.
The notification also confirms that copies of the order have been forwarded to the Cabinet Division, the Prime Minister’s Office, the relevant ministries and divisions, the Government Housing Directorate, the Government Transport Directorate, the Bangladesh Forms and Publications Office, as well as the concerned accounting and administrative authorities to facilitate the implementation of the postings and complete all necessary administrative formalities.
The latest reshuffle follows the recent promotion of senior civil servants and forms part of the government’s regular administrative process aimed at ensuring that key ministries remain adequately staffed with experienced officials capable of supporting policy execution and public service delivery.
