US Pressures UN Security Council to Adopt Trump’s Gaza Peace Plan

The United States has urged the UN Security Council to unite and support its draft resolution designed to strengthen President Donald Trump’s peace plan for Gaza, warning that failure to do so could have “grave” consequences for the Palestinian people.

“Attempts to sow discord now—when agreement on this resolution is under active negotiation—have grave, tangible, and entirely avoidable consequences for Palestinians in Gaza,” a spokesperson for the US mission to the UN said in a statement on Thursday.

“The ceasefire is fragile, and we urge the Council to unite and move forward to secure the peace that is desperately needed,” the spokesperson continued, calling the moment an “historic opportunity to pave a path towards enduring peace in the Middle East.”

Last week, US officials began negotiations within the Security Council over a draft resolution that would follow up on a ceasefire in the two-year war between Israel and Hamas, and endorse Trump’s controversial peace plan.

The third version of the resolution, which was reviewed by AFP on Thursday, “welcomes the establishment of the Board of Peace,” a transitional governing body for Gaza that Trump would theoretically chair. This body would have a mandate lasting until the end of 2027.

The draft also proposes the creation of a “temporary International Stabilization Force” (ISF), which would collaborate with Israel, Egypt, and newly trained Palestinian police forces to help secure border areas and demilitarise Gaza. The ISF would also focus on the “permanent decommissioning of weapons from non-state armed groups,” protect civilians, and secure humanitarian aid corridors.

Notably, this version of the draft resolution is the first to mention the possibility of a future Palestinian state. According to the draft, once the Palestinian Authority has implemented requested reforms and the rebuilding of Gaza is underway, “the conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood.”

“The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence,” the draft further states.

US Secretary of State Marco Rubio expressed optimism on Wednesday that the resolution would be adopted. “I think we’re making good progress on the language of the resolution, and hopefully we’ll have action on it very soon,” he told reporters in Canada.

While it appears that members of the Security Council broadly support the creation of the Board of Peace in principle, diplomats told AFP that there were still significant concerns regarding the draft. These include the absence of any mechanism for Security Council oversight, the unclear future role of the Palestinian Authority, and the lack of details about the ISF’s mandate.
