The national parliamentary election and the referendum will be held on the same day. The referendum ballot will contain four questions for voters, and a draft proposal has been prepared regarding these.
On Tuesday (18 November) at 11 am, the Chief Adviser’s official Facebook page posted that citizens will be asked whether they agree with the implementation of the July National Charter (Constitutional Reform) Order, 2025, and the constitutional reform proposals outlined in the July National Charter.
The proposals are as follows—
a. During the election period, the caretaker government, the Election Commission, and other constitutional institutions will be formed in accordance with the procedures described in the July Charter.
b. The next parliament will be bicameral. A 100-member upper house will be formed based on the proportion of votes received by parties in the national parliamentary election, and a majority of upper house members’ approval will be required to amend the constitution.
c. In the upcoming parliament, the winning parties will be obligated to implement 30 proposals, including increasing women’s representation, electing the deputy speaker and parliamentary committee chairpersons from the opposition, limiting the Prime Minister’s term, enhancing presidential powers, expanding fundamental rights, ensuring judicial independence, and reforms in local government.
d. Other reforms described in the July Charter will be implemented according to the commitments of political parties.
On referendum day, citizens will express their opinion on these four matters through a single question with a ‘Yes’ or ‘No’ vote.
