Speaker Selection Expected by 26 February

As Bangladesh prepares to convene the first session of its 13th National Parliament, speculation is intensifying over who will assume the country’s highest parliamentary office: the Speaker of the Jatiya Sangsad. Political circles are abuzz with discussions, with the final decision widely anticipated to be announced on 26 February, ahead of the inaugural parliamentary sitting.

At present, two figures from the Bangladesh Nationalist Party (BNP) are emerging as frontrunners: Advocate Zainul Abedin, the party’s Vice-Chairman and a senior lawyer at the Supreme Court, and Dr Abdul Moyeen Khan, a permanent member of the BNP Standing Committee and four-time former parliamentarian. Both candidates bring distinct credentials to the role, blending legal acumen, parliamentary experience, and political leadership.

Potential Candidates for Speaker

Candidate Political Position Electoral Constituency Key Qualifications
Advocate Zainul Abedin BNP Vice-Chairman Extensive Supreme Court legal experience; expertise in constitutional and electoral law; active participant in political affairs
Dr Abdul Moyeen Khan BNP Standing Committee Member Narsingdi-2 Four-term parliamentarian; former Dhaka University lecturer; veteran political leader; prominent political family background

Party and parliamentary observers suggest that Advocate Zainul Abedin’s long-standing legal career, combined with his expertise in constitutional and electoral law, positions him favourably for the Speaker’s office. He has represented the state and public interest in numerous landmark cases at the Supreme Court, giving him extensive experience in parliamentary procedure and electoral matters.

Conversely, Dr Abdul Moyeen Khan’s substantial parliamentary tenure and well-established leadership within the BNP have made him a strong contender. Elected four times from Narsingdi-2, he has cultivated a prominent political career spanning decades. His family background in politics further reinforces his public and political profile.

Significance of the Speaker’s Role

The Speaker of the Jatiya Sangsad holds one of the most constitutionally significant positions in Bangladesh. Tasked with presiding over parliamentary sessions, applying procedural rules, maintaining order, and safeguarding the rights of MPs, the role demands political impartiality, administrative skill, and in-depth constitutional knowledge. Political analysts note that legal interpretation, ruling on parliamentary procedures, and managing debates are critical competencies—areas where Advocate Zainul Abedin’s legal expertise could prove decisive. Others argue that the ultimate selection will reflect parliamentary arithmetic and party strategy rather than solely individual qualifications.

According to the Constitution, the outgoing Speaker traditionally presides over the election of the new Speaker. However, this time, the election will be conducted directly by MPs during the first session. Political commentators anticipate that the announcement of the new Speaker on 26 February will provide direction for the functioning of the new Parliament. The lead-up to the session has already generated nationwide debate, with public attention focused on ensuring the fairness and competence of the parliamentary leadership.
