A meeting of the verification and complaints hearing committee under the vigilance team formed by the Bangladesh Insurance Association (BIA) was held on Saturday, 2 May, at the organisation’s conference room, as part of ongoing efforts to implement a zero per cent commission structure for individual agents in the non-life insurance sector.
The session was chaired by Belal Ahmed, convener of the vigilance team’s complaints hearing committee. The proceedings were formally communicated through a press release signed by Md. Omar Faruq, NDC, Secretary of the Bangladesh Insurance Association.
According to the statement, the initiative forms part of a broader regulatory and institutional drive to eliminate individual agent commissions in non-life insurance companies. The Bangladesh Insurance Association has been working in coordination with the Insurance Development and Regulatory Authority (IDRA) to enforce compliance with the directive.
As part of this coordinated framework, a 11-member vigilance team has been constituted by the BIA, while IDRA has separately established its own 7-member vigilance team. Both bodies are tasked with monitoring implementation, reviewing complaints, and ensuring adherence to the zero-commission policy across the sector.
The process for handling complaints follows a structured sequence. Initially, allegations regarding commission-related irregularities are collected and documented. The BIA then gathers relevant data through the Insurance Information Management System (IIMS), maintained under regulatory oversight. Following this, a preliminary verification is conducted to assess the validity of the complaint. Where sufficient grounds are identified, cases are forwarded to the vigilance committee for detailed scrutiny and formal hearings involving all concerned parties.
The committee subsequently reviews evidence, hears representations from both sides, and issues decisions based on regulatory compliance and factual findings. This mechanism is intended to enhance transparency, reduce malpractice, and ensure uniform enforcement across non-life insurance companies.
| Component | Institution | Key Function | Size/Scope |
|---|---|---|---|
| Vigilance Team | Bangladesh Insurance Association (BIA) | Monitoring and complaint processing | 11 members |
| Vigilance Team | Insurance Development and Regulatory Authority (IDRA) | Regulatory supervision and enforcement | 7 members |
| Complaint System | IIMS (Insurance Information Management System) | Data collection and verification | National-level database |
| Hearing Committee | BIA Sub-committee | Review and adjudication of complaints | Case-based sessions |
The ongoing reforms in the non-life insurance sector reflect a wider regulatory push to improve governance standards, reduce conflicts of interest, and strengthen trust between policyholders and insurance providers. The zero per cent commission framework, in particular, is designed to reshape distribution practices and enhance accountability within agent networks.
