Final Testing Underway at Rooppur as Bangladesh Nears Nuclear Milestone

Preparations for Bangladesh’s entry into the global nuclear energy community have entered their final phase at the Rooppur Nuclear Power Plant in Pabna. Engineers are readying the facility to feed an initial test batch of approximately 300 megawatts (MW) into the national grid next month, pending official clearance from the country’s independent oversight body, the Bangladesh Atomic Energy Regulatory Authority (BAERA).

Upon successful commercial operations of the 2,400 MW facility, Bangladesh will officially become the 33rd nation globally to harness nuclear power for electricity generation.

Strict Regulatory Protocols and Commissioning Steps

Following the completion of nuclear fuel loading into Unit 1’s reactor pressure vessel in May, the project team is preparing to initiate controlled nuclear fission. Heat generated by the controlled chain reaction will produce high-pressure steam to spin turbines and generate electricity.

However, plant management stresses that progress remains strictly bound by safety evaluations rather than arbitrary calendar deadlines. The multi-stage commissioning framework involves extensive verification:

• Stage One Checks: 2,046 baseline operational tests successfully completed.

• Stage Two Checks: 90 specialized system tests passed out of the initial schedule.

• Final Stage Two Checks: 18 highly sensitive tests currently remaining before power generation.

According to Md. Jahedul Hasan, Managing Director of Nuclear Power Plant Company Bangladesh Limited (NPCBL), every test result is submitted to BAERA for meticulous review. Trial production is expected to run continuously for seven to eight months, during which ongoing monitoring will ensure systems perform under varying load conditions before full-capacity operations commence next year.

Economic Impact, Delays, and Cost Adjustments

The foundational intergovernmental contract for the mega-project was established between the governments of Bangladesh and the Russian Federation in 2011, with Rosatom’s export arm, Atomstroyexport, appointed as the general contractor in December 2015.

Although the project was initially intended for completion by late 2025, a combination of global disruptions—including the COVID-19 pandemic, geopolitical tensions surrounding the Russia-Ukraine conflict, foreign currency shortages, and logistical delays in equipment transport—led authorities to extend the project timeframe to June 2028.

While the engineering contract prevents contractor fee hikes, severe fluctuations in the US dollar exchange rate have increased the overall financial footprint in local currency terms by BDT 26,000 crore, bringing the total cost to BDT 1,38,686 crore. Energy sector analysts note that the 3.5-year operational delay carried a heavy opportunity cost, as commissioning a single unit on schedule would have offset nearly $1 billion annually in imported fossil fuel expenditures.

Spent Fuel Policy, Pricing, and Grid Safeguards

Long-term operational security is governed by specific bilateral agreements. Under a treaty finalized in Moscow in August 2017, Russia’s TVEL Fuel Company will supply nuclear fuel throughout the plant’s operational lifespan and subsequently retrieve all spent nuclear fuel for reprocessing and permanent underground storage (400 metres deep) within Russia. Spent fuel can safely remain in cooling ponds at the Ishwardi site for up to 10 years, providing sufficient time to finalize commercial shipping arrangements economically.

Fuel pricing will follow international benchmark formulas published in recognized energy journals, backed by an agreed price ceiling to protect Bangladesh against global market spikes.

Regarding power distribution, Power Grid PLC has confirmed that transmission lines are structurally ready following joint stability studies with Russian experts. However, industry specialists emphasize the need for adequate “spinning reserves”—standby power generation ready to pick up the load instantly if a large nuclear unit suddenly trips. While current natural gas shortages constrain reserve margins, Bangladesh Power Development Board (BPDB) Chairman Md. Rezaul Karim assured that low initial output levels during trial runs will prevent instability on the national grid.

Reinforcing the paramount importance of safety over speed, Professor Shafiqul Islam of Dhaka University’s Department of Nuclear Engineering noted that nuclear power projects require zero-tolerance quality control, adding that rigorous regulatory scrutiny must be maintained through every phase of testing.
