Government Bank Borrowing Crosses 100 Billion in Nine Months

Government borrowing from the banking system has exceeded its annual target within the first nine months of the fiscal year, underscoring growing fiscal pressure driven by weak revenue collection and rising expenditure commitments. The trend reflects an increasing dependence on domestic credit to finance essential public spending.

Official data indicate that the government set a borrowing ceiling of 1.04 trillion taka from the banking sector for the full fiscal year. However, by the end of March, covering the July–March period, total borrowing had already reached 1.089 trillion taka, crossing the planned limit ahead of schedule.

The increase in borrowing has been largely driven by expenditure pressures, including public sector wages, debt servicing costs, subsidies, and other recurring obligations. Weak revenue performance has left limited alternatives, forcing the government to rely heavily on bank financing.

In March, borrowing needs briefly exceeded the monthly limit, prompting the government to access additional liquidity from the central bank. This resulted in short-term monetary expansion, commonly referred to as money creation. Although the borrowed amount was repaid within a short period, limiting immediate disruption, such practices carry potential inflationary risks if repeated frequently.

Central bank financing increases reserve money, which can expand overall liquidity in the economy. While this helps address short-term funding gaps, it can also contribute to inflationary pressure. On the other hand, excessive reliance on commercial bank borrowing may reduce credit availability for the private sector, potentially slowing investment and job creation.

The broader fiscal situation remains challenging. The national budget stands at around 8 trillion taka, with approximately 5 trillion taka expected from tax revenues. However, actual revenue collection has fallen significantly short of expectations. During the first nine months of the fiscal year, the revenue shortfall reached nearly 1 trillion taka, marking a record gap.

Weak business activity and subdued economic conditions have further constrained tax mobilisation efforts, limiting the government’s ability to reduce its reliance on borrowing.

Under the revised fiscal framework, tax authorities must collect approximately 2.15 trillion taka during the final quarter from April to June. This requires an average monthly collection of over 717 billion taka, a target widely regarded as highly demanding under current conditions.

There has been some moderation in borrowing levels during April, supported by partial repayments:

This downward adjustment suggests efforts to ease liquidity pressure and stabilise the financial system.

Fiscal Risks and Policy Imperatives

Sustained high levels of government borrowing pose multiple risks to macroeconomic stability. Rising debt increases interest payment obligations, which already account for a significant share of public expenditure, thereby limiting fiscal space for priority sectors such as education, healthcare, infrastructure, and social protection.

Experts recommend a range of structural reforms to address the underlying fiscal imbalance. These include broadening the tax base, strengthening tax compliance through digitalisation, improving public expenditure efficiency, prioritising high-impact development projects, diversifying financing sources through bonds and concessional external borrowing, and reforming state-owned enterprises to reduce subsidy dependence.

Without meaningful fiscal adjustments, continued reliance on bank borrowing could intensify inflationary pressures, constrain private sector credit, and weaken overall economic resilience in the medium to long term.
