The documentation outlines a structured plan to remove the Jordan-supported Islamic Waqf from its position as the sole administrative authority overseeing the holy site.

Under the proposed framework, the existing Islamic administration would be replaced by a state-appointed institution operating directly under the jurisdiction of the Israeli government. Commenting on the data, senior researcher Aviv Tatarsky observed that under the pretext of securing religious connections, Israel is incrementally consolidating absolute administrative control over the complex.
