On 1 April, his birth anniversary is observed with deep respect, reflecting on his legacy as the first elected “people’s mayor” of Dhaka City Corporation and a symbol of people-centred politics.

Unlike many politicians associated with elite or drawing-room politics, Hanif built his career on the streets, engaging directly with citizens and mobilising public sentiment during critical moments in Bangladesh’s political evolution. His life story is closely intertwined with the nation’s struggle for democracy and the development of its capital city.

Early Political Life and Role in National Movements

Hanif began his political journey during his student years by joining the student wing of the Awami League. He later served as a close aide and personal secretary to Sheikh Mujibur Rahman, from whom he learned the principles of public service, political resilience, and unwavering commitment to the people.

During the historic Six-Point Movement of 1966, Hanif actively participated in street-level mobilisation, facing political repression under the then ruling regime. His early exposure to political struggle shaped his lifelong dedication to mass-based politics and public welfare.

Election as Dhaka’s First Elected Mayor

A defining milestone in his career came in 1994, when Hanif was elected Mayor of Dhaka City Corporation in its first direct election. His victory marked a significant shift in urban governance, bringing democratic legitimacy to the administration of the capital.

During his tenure, he focused on improving basic urban infrastructure, including road construction, drainage systems, waste management, and municipal services. His leadership style was widely regarded as accessible and responsive, with the city corporation office reportedly remaining open to ordinary citizens seeking assistance.

Political Leadership and National Crisis

Beyond municipal governance, Hanif played a significant role as a senior leader of Dhaka Metropolitan politics and remained a central figure within the Awami League during politically turbulent periods. He was known for his firm stance during times of crisis and for maintaining organisational cohesion within the party.

One of the most defining and tragic moments of his life occurred on 21 August 2004, during the grenade attack on an Awami League rally on Bangabandhu Avenue. In an act of extraordinary courage, Hanif reportedly formed a human shield to protect the party’s then leader, Sheikh Hasina. He sustained severe injuries from multiple grenade splinters, the effects of which remained with him for the rest of his life.

The long-term health complications resulting from those injuries ultimately led to his death on 28 November 2006, marking the end of a life defined by political struggle and public service.

Legacy and Family Continuity

Hanif’s political legacy has continued through his family, most notably his son Sayeed Khokon, who later served as Mayor of Dhaka South City Corporation and was also elected as a Member of Parliament. His son’s political career is widely seen as an extension of Hanif’s values of public service and civic responsibility.

Hanif himself is often remembered for his belief that “serving the people of Dhaka is the foremost duty of my life,” a conviction that guided both his political decisions and administrative reforms.

His legacy continues to serve as an inspiration for contemporary political leaders and civic administrators, particularly in the context of building inclusive and people-oriented urban governance in Bangladesh.
