Historically, acquiring a commercial or personal loan from a banking institution was a protracted and intricate procedure. Borrowers were required to physically visit a bank branch, submit substantial paperwork, undergo meticulous background checks, and endure lengthy waiting periods for final approval. However, the expansion of digital infrastructure has significantly streamlined and accelerated this mechanism. The proliferation of mobile phones and online financial platforms now enables individuals to secure credit directly from their homes—a modern facility known as an ‘e-loan’ or digital loan.

Mechanism of the Digital Credit System

An e-loan operates as a modernised credit system wherein the entire lifecycle—comprising application submission, data verification, credit approval, and fund disbursement—is executed via digital channels. This eliminates the necessity for a customer to visit a brick-and-mortar bank branch. Under this framework, automated algorithms evaluate an applicant’s eligibility by analysing their income, transaction history, digital financial behaviour, and historical credit records. This system not only ensures a highly efficient use of time but also accelerates the overall delivery of financial services.

While digital lending is not entirely unprecedented in Bangladesh, its operational scope has expanded substantially following recent directives from the central bank. Bangladesh Bank has authorised all scheduled commercial banks and non-bank financial institutions (NBFIs) to offer e-loan services. This regulatory expansion is expected to foster healthy institutional competition within the financial sector, ultimately rendering formal credit far more accessible to standard retail consumers.

Regulatory Guidelines and Key Features

The central bank’s updated policy framework institutes specific parameters, financial caps, and compliance conditions for the administration of digital loans. A single borrower is permitted to secure a maximum loan amount of BDT 50,000, with a strict repayment tenure not exceeding 12 months. Although interest rates are inherently market-driven, a maximum ceiling of 9% has been mandated under a specialized refinancing facility. Financial institutions retain the autonomy to offer lower interest rates to remain competitive.

A primary attribute of the e-loan framework is that it is entirely collateral-free, meaning borrowers do not need to pledge security or assets. Because the application pathway is fully digitised, physical signatures on paper documents are redundant. Verification of a customer’s identity is maintained through biometric authentication and secure digital access codes. Furthermore, real-time integration with the central credit database ensures that an applicant’s prior repayment track record is rigorously evaluated, rendering any listed loan defaulter strictly ineligible for this facility.

Conversely, the model presents specific structural challenges for participating financial entities. Because these digital loans are collateral-free, the probability of default or non-performing loans (NPLs) is statistically higher. To mitigate these credit risks, banks and financial institutions must deploy sophisticated, tech-driven risk management frameworks. Additionally, managing the operational and administrative expenses of micro-value loans whilst maintaining a balanced, fair interest rate structure remains a critical objective for institutional sustainability.
