European nations, including France and Italy, have initiated discussions with Iran to secure safe passage for oil and gas shipments through the strategically vital Strait of Hormuz, following escalating tensions in the Middle East that threaten energy supplies. The move aims to ensure uninterrupted transit of hydrocarbon exports while avoiding direct involvement in the ongoing conflict.

Diplomatic Engagements

According to multiple anonymous sources cited by the Financial Times on Saturday, France and Italy have formally contacted Tehran to negotiate protective measures for commercial shipping. Three officials familiar with the discussions noted that the initiative focuses on resuming energy exports without further escalation, even as shipping companies continue to rely on Western naval forces for potential security coverage.

French President Emmanuel Macron has reportedly spoken with Iranian President Masoud Pezeshkian, stating:

“If the situation stabilises, France may participate in providing security for its vessels navigating the strait.”

Meanwhile, Italy’s Defence Minister Guido Crosetto confirmed that European nations are attempting dialogue with Tehran to allow safe passage for non-belligerent nations’ ships.

Limited Western Involvement

The United Kingdom, while monitoring the situation closely, is not engaging directly with Iran. British Foreign Secretary Yvette Cooper, currently in Saudi Arabia, is discussing regional oil supply issues with Gulf states. European countries have generally criticised U.S.–Israeli attacks but seek to avoid direct military involvement.

Recent developments illustrate the strategic leverage Iran holds: it has partially restricted Hormuz, increasing global energy prices, although a small number of vessels—such as a Turkish-owned bulk carrier—have been allowed safe passage into the Arabian Sea.

Energy Market Pressures

The blockade and regional tensions have pushed crude oil prices from around $60 per barrel earlier this year to $100 per barrel, while European natural gas prices have surged nearly 75%. Prolonged closure of the strait could exacerbate global energy instability, prompting European nations to seek urgent resolution.

Strategic Implications

The negotiations reflect Europe’s delicate balancing act: protect energy flows without exacerbating regional conflict. While naval deployments are in place in the Red Sea under the EU’s Operation Aspides, European forces are not providing armed escort in the strait due to risks of escalation.

With the Strait of Hormuz accounting for almost one-fifth of global oil and LNG exports, ensuring secure navigation is critical to global energy security. France and Italy’s diplomatic outreach demonstrates Europe’s intent to mitigate economic fallout while avoiding direct confrontation in a volatile region.
