The protestors claim that the administration is using disciplinary measures as a tool to silence dissent and facilitate the entry of political cadres into the residential spaces.

The governance of residential halls in government colleges is strictly mandated to be under the purview of the Provost and appointed house tutors. However, students at Titumir College allege that the “black hand” of administration—a term used during the protests—refers to a perceived alliance between college officials and political leaders.

Historically, Government Titumir College, located in the Mohakhali area of Dhaka, has been a strategic hub for student politics due to its large student population and central location.
