An administrative reorganisation within the Bogra-2 constituency has generated significant scrutiny following the publication of an official government gazette. The restructuring saw the division of Shibganj to establish a new sub-district named Mokamtala, alongside the creation of four new unions: Mirbari, Simanto, Digonto, and Swarnagram. Local observers have noted that three of these designations correspond directly with the ancestral estate and the two sons of Mir Shahe Alam, the Minister of State for Local Government.
The controversy was brought to the floor of the Jatiyo Sangsad (Parliament) by opposition lawmakers who questioned whether the designations violated statutory guidelines. Under Section 11(1) of the Union Parishad Act 2009, the Deputy Commissioner (DC) holds the authority to demarcate and name new unions via official gazette notifications. However, the legal framework explicitly prohibits naming a union after a specific individual.
During a parliamentary session, Jamaat-e-Islami MP Shafiqul Islam Masud raised formal objections to the names. He noted that the Minister of State’s ancestral home is called “Mirbari,” whilst his two sons are named Mir Shakrul Alam Simanto and Mir Saklain Alam Digonto. Masud argued that naming public jurisdictions after a minister’s immediate family undermined past anti-nepotism directives.
Responding to the criticisms in Parliament, Minister of State Mir Shahe Alam denied instructing local authorities to use his family’s names, describing the terminology as a geographical coincidence. He argued that if he had intended to name the unions after his children, the prefix “Mir” would have been included in the official gazette.
The minister defended the choice of names on purely topographical grounds. He explained that the newly created Simanto (meaning ‘Border’) Union was formed by partitioning the over-sized Syedpur Union, and sits directly on the boundary separating the Gabtoli and Sonatala sub-districts. Similarly, he stated that Digonto (meaning ‘Horizon’) Union was carved out of Deuli Union due to its remote, far-flung position alongside the Gaibandha district line. To illustrate his point further, the minister cited several national entities sharing the names, such as the Border Guard Bangladesh’s Shimanto Bank and the Shimanto Express railway service.
The Deputy Commissioner of Bogra, Md. Towfikur Rahman, stated that the gazette notifications were issued strictly in accordance with proposals submitted by the sub-district administration following a routine public hearing. Sub-district Executive Officer (UNO) Ziaur Rahman confirmed that a three-member review committee had evaluated the names after they were unanimously approved during a local meeting on 3 June.
The newly established boundaries have redistributed local populations across a series of distinct revenue villages (mouzas):

Public interest has been sustained by the minister’s formal asset declarations and his family’s local prominence. Affidavits submitted to the Election Commission show that Mir Shahe Alam owns twelve distinct commercial ventures. Among these listed assets are two businesses named Mir Simanto Filling Station and Mir Digonto Trading Agency.
His eldest son, Mir Shakrul Alam Simanto, returned to Bangladesh a year ago following his studies in London to oversee family commercial interests, and briefly served as a director of the Bangladesh Cricket Board (BCB) for one day in June. The younger son, Mir Saklain Alam Digonto, is currently reading law in London. Despite the parliamentary debate, local political figures, including Shibganj Jubo Dal President Khalid Hasan Arman, defended the outcome, stating that the local community was satisfied with the new administrative layout.
