In a significant stride towards systemic social reform, the Government of Bangladesh is set to inaugurate a pilot “Family Card” initiative tomorrow, Tuesday. The scheme is specifically designed to provide a robust financial safety net for female-headed households, ensuring that the benefits of national economic growth reach the country’s most vulnerable citizens directly and transparently.
Prime Minister Tarique Rahman is scheduled to officially launch the programme at 10:00 am at the T&T Ground, adjacent to the Korail settlement in Banani, Dhaka.
Speaking at a joint press conference hosted by the Ministry of Social Welfare and the Ministry of Finance on Monday, Finance and Planning Minister Amir Khosru Mahmud Chowdhury emphasised that the initiative fulfils a key electoral pledge. “We have long advocated that the fruits of the economy must reach every doorstep,” the Minister remarked. “Translating this into reality, while maintaining fiscal discipline, is a formidable task, but this card represents a major leap forward.”
The programme distinguishes itself through a rigorous, software-driven selection process intended to eliminate political bias. Data from 67,854 female-headed households was meticulously analysed to categorise families based on a “Poverty Index,” ranging from the ultra-poor to the affluent.
Initially, the government identified 51,805 households as potentially eligible. Following a comprehensive verification process to filter out individuals already receiving government pensions or double-dipping in other welfare schemes, a final list of 37,567 beneficiaries was approved.

To ensure the funds reach those in genuine need, the Ministry of Social Welfare has established strict “disqualification” parameters. A household will be deemed ineligible if:
The head of the household already receives other government subsidies (which would be cancelled upon joining this scheme).
Any family member receives a salary or pension from state-owned or autonomous bodies.
The family head is an employee of an MPO-enlisted educational institution.
The household possesses “luxury assets” such as a car, air conditioning, or a commercial business licence.
The family holds savings certificates (Sanchayapatra) exceeding 500,000 BDT.
Addressing concerns regarding inclusivity, Minister Chowdhury assured that the selection process was “blind to political affiliation,” welcoming followers of all parties to apply if they meet the criteria. While the pilot focuses exclusively on female-headed households, the government intends to expand the scope after June to include impoverished male-headed households and a broader demographic.
Each beneficiary will receive a Smart Family Card, a secure digital ID designed to provide benefits for up to five family members. In instances of larger joint families, the government is considering the issuance of multiple cards on a proportional basis.
