Trump Proposes 20-Point Plan to End Gaza Conflict

Hamas has expressed willingness to begin immediate negotiations aimed at freeing the Israeli hostages it holds and bringing an end to the nearly two-year-long conflict in Gaza, following a peace plan proposed by US President Donald Trump.

The 20-point plan was announced by Trump on Monday at the White House, alongside Israeli Prime Minister Benjamin Netanyahu, who gave cautious support to the initiative.

Below is a detailed outline of the plan as released by the White House:

1. Demilitarisation

Gaza will be transformed into a deradicalised, terror-free zone, posing no threat to neighbouring states.

2. Redevelopment

The territory will be redeveloped for the benefit of its people, who have endured years of conflict.

3. Immediate Ceasefire

If both parties accept, hostilities will cease immediately. Israeli forces will withdraw to an agreed line to prepare for hostage release. All military operations—including aerial and artillery bombardment—will be suspended, and battle lines frozen until conditions for staged withdrawal are met.

4. Hostage Release Timeline

Within 72 hours of Israel publicly accepting the agreement, all hostages, living or deceased, will be returned.

5. Prisoner Exchanges

Following the release of hostages:

  • Israel will free 250 life-sentence prisoners plus 1,700 Gazans detained after 7 October 2023, including all women and children.
  • For each deceased Israeli hostage returned, Israel will release the remains of 15 deceased Gazans.

6. Hamas Amnesty

Hamas members who commit to peaceful co-existence and decommission weapons will be granted amnesty. Those wishing to leave Gaza will be provided safe passage.

7. Humanitarian Aid

Full aid will be delivered immediately, including:

  • Rehabilitation of water, electricity, sewage systems
  • Restoration of hospitals and bakeries
  • Entry of equipment to remove rubble and open roads

8. Aid Distribution

Aid delivery will occur without interference from either side, facilitated by the UN, Red Crescent, and other neutral international organisations. The Rafah crossing will operate under the previously agreed January 2025 framework.

9. Temporary Governance

Gaza will be administered by a technocratic, apolitical Palestinian committee, overseen by an international transitional body, the “Board of Peace”, chaired by President Trump, with members including former UK Prime Minister Tony Blair. This body will manage redevelopment and funding until the Palestinian Authority (PA) can safely and effectively assume control.

10. Economic Development

An expert panel will design a plan to revitalise Gaza, attract investment, and create jobs, drawing on successful modern urban development models in the Middle East.

11. Special Economic Zone

A special economic zone will be established, with preferential tariffs and access negotiated with participating countries.

12. Freedom of Movement

Residents may choose to stay or leave Gaza freely, with encouragement to remain and contribute to rebuilding.

13. Demilitarisation Enforcement

Hamas and other factions will have no governance role, and all military infrastructure, tunnels, and weapon facilities will be destroyed. Weapons will be permanently decommissioned under international monitoring.

14. Regional Guarantees

Regional partners will ensure Hamas compliance and that Gaza remains non-threatening.

15. International Stabilisation Force

A temporary International Stabilization Force (ISF) will train Palestinian police and help secure borders in cooperation with Israel, Egypt, and Jordan. This force will oversee safe movement of goods and prevent munitions entering Gaza.

16. Israeli Withdrawal

Israel will not annex Gaza. The IDF will progressively hand over control to the ISF and withdraw entirely once security conditions are met. A perimeter presence may remain temporarily.

17. Contingency Measures

If Hamas delays or rejects the proposal, aid operations will proceed in IDF-controlled, terror-free areas.

18. Interfaith Dialogue

A process will be established promoting tolerance and peaceful co-existence, aiming to change narratives and foster mutual understanding between Palestinians and Israelis.

19. Pathway to Palestinian Statehood

As Gaza redevelopment progresses and PA reforms are implemented, conditions may allow a credible path toward Palestinian self-determination and statehood.

20. Political Dialogue

The United States will facilitate ongoing dialogue between Israel and the Palestinians to establish a framework for peaceful and prosperous co-existence.Top of Form
