Service seekers are finally being freed from the influence of bribery syndicates in the sale, transfer, and registration of government plots and flats. From now on, the leasing authority or concerned agency will no longer intervene. Deeds will be executed just like in the land registry office. This eliminates the need to run to the Ministry of Housing and Public Works, RAJUK, National Housing Authority, or other agencies. All processes, including registration, will be completed at the AC Land or Assistant Commissioner’s office. This ends long-standing harassment, corruption, and exploitation.
Despite various obstacles and opposition, the Ministry of Housing and Public Works is set to issue the highly anticipated gazette notification. A ministry source stated that on Sunday evening, Dr. Md. Nurul Amin, Deputy Secretary of Administration Subdivision-1, signed the notification. It was then sent to BG Press for gazette publication. This step is part of the interim government’s ongoing reforms.
The gazette contains seven directives. At the beginning, it states that existing procedures are being changed to simplify services, reduce harassment, and eliminate corruption in the handover of residential plots and flats developed by the Ministry or its agencies.

The requirement to obtain approval from the leasing authority is abolished. Registration, transfer, sale, donation, deed execution, cancellation, and loan approval no longer require approval. However, approval is still required for plot subdivision, consolidation, or master plan changes.
For handover of land, the deed holder must pay 2% of the deed value (including flats) or 3% (land only) via the Sub-Registry Office.
A certified copy of the deed must be submitted to the leasing authority within 90 days; failure results in a fine of 50 BDT per day, up to 10,000 BDT. Updated records must be sent to the buyer by email or post. Non-compliance will lead to action against the responsible official.
At the end of the lease term, it will automatically be renewed and transfer fees waived, except for master plan changes.
For non-residential plots or flats, the existing approval procedure remains.
For plots or flats with ownership disputes or special allocations, the existing procedures apply.
A list of residential plots or flats not requiring approval will be published as a schedule; corrections can be made later if errors are found.
