The government of Bangladesh has executed a significant administrative reshuffle, transferring and reassigning eleven Joint Secretary-level officials within the civil service. According to official directives, the sweeping changes are aimed at enhancing overall dynamism and operational efficiency within the public administration. The reassignments were formalized through eleven separate notifications issued on Thursday, 11 June, by the Senior Appointment-2 branch and the Deputation-1 branch of the Ministry of Public Administration.
Out of the eleven officials affected by the reshuffle, nine Joint Secretaries have been concurrently transferred to entirely new offices, while the remaining two officials have undergone adjustments to their current administrative roles and designations. The Ministry of Public Administration oversees the career progression, appointments, and postings of the Bangladesh Civil Service (BCS) cadre, acting as the central human resources department for the executive branch of the government.
Among the primary reassignments detailed in the executive orders, Joint Secretary Md Sabet Ali, who was serving as the Director General of the Hydrocarbon Unit under the Energy and Mineral Resources Division, has been officially appointed as a Joint Secretary directly within the Energy and Mineral Resources Division. Concurrently, SM Tuhinur Alam, a Joint Secretary serving as the Chairman of the Rajshahi Development Authority (RDA), has been withdrawn from his current station and attached to the Ministry of Public Administration for subsequent posting.
Furthermore, Joint Secretary Md Abul Hossain, who recently reported back to the Ministry of Public Administration following the completion of his previous deputation tenure, has been assigned as the Master of Divinity/Member Directing Staff (MDS) at the National Academy for Development Administration (NADA). In another significant appointment, Md Oliur Rahman, a Joint Secretary attached to the Energy and Mineral Resources Division, has been reassigned as a Director of the Bangladesh Rural Development Board (BRDB), a key statutory body tasked with agricultural development and rural poverty alleviation.
The administrative directives also finalized changes across various specialized directorates, welfare projects, and municipal utility providers. Syed Farhad Hossain, a Director at the Department of Environment (DoE), has been appointed as the Project Director (PD) for the government initiative titled “Construction of Housing for Insolvent Hero Freedom Fighters”. This welfare project is tasked with the construction and distribution of subsidized housing units across the country to support financially insolvent veterans of the 1971 Liberation War and their families.
In tandem, Joint Secretary D M Atikur Rahman, previously serving at the Election Commission Secretariat, has been designated as the Director General (DG) of the newly established “Directorate of July Mass Uprising”. To facilitate this appointment, his services have been formally placed under the jurisdiction of the Ministry of Liberation War Affairs.
Additional reassignments include Md Zohirul Islam Khan, a Joint Secretary at the Ministry of Housing and Public Works, who has been appointed as the Director of the Directorate of Government Accommodation. In the regional administrations, Begum Shahana Akhtar Jahan, the Deputy Director of the Department of Agricultural Marketing for the Rajshahi Division, has been elevated to the post of Managing Director (MD) of Rajshahi Water Supply and Sewerage Authority (RWASA). Lastly, Ershad Hossain Khan, a Director of the Bangladesh Jute Mills Corporation (BJMC), has been posted as the Deputy Managing Director (DMD) of Dhaka Water Supply and Sewerage Authority (DWASA), the primary public utility responsible for water management and sewage treatment in the capital city.
The rank of Joint Secretary within the Bangladesh Civil Service represents a senior administrative tier, located below the ranks of Additional Secretary and Secretary. Officials at this echelon are responsible for policy formulation, departmental oversight, and the implementation of state-sponsored development initiatives across various government ministries, divisions, and directorates.
Under the provisions of the Rules of Business and civil service regulations, the Ministry of Public Administration retains the statutory authority to issue routine, lateral, or promotional transfer orders to maintain bureaucratic efficiency and meet institutional requirements. These periodic shake-ups are standard procedures utilized by the executive branch to prevent institutional stagnation, address vacancies, and strategically deploy experienced personnel to handle complex public welfare and infrastructural development projects across different geographic divisions and autonomous corporations.
