A Zambian court on Thursday sentenced former Foreign Minister Joseph Malanji to four years in prison with hard labour on corruption charges.
Malanji, who served under former President Edgar Lungu from 2018 to 2021, was arrested in late 2021 for allegedly misappropriating state funds to acquire personal property, including two Bell 420 helicopters.
The conviction represents a rare legal victory for prosecutors in Zambia, which is consistently ranked among the world’s most corrupt countries according to Transparency International’s 2024 Corruption Perceptions Index.
Magistrate Ireen Wishimanga acknowledged the defendants’ first-time offender status and considered their counsel’s mitigation.
“I have heard the spirited mitigation by counsel and taken note that the convicts are first offenders and are entitled to leniency,” she stated.
The court sentenced:
| Defendant | Position | Sentence | Allegations |
| Joseph Malanji | Former Foreign Minister | 4 years imprisonment with hard labour | Misappropriation of state funds to acquire property, including two helicopters |
| Fredson Yamba | Former Secretary to the Treasury | 3 years imprisonment | Facilitating unjustified transfer of over $8 million to Zambia’s mission in Turkey |
It remains unclear whether the pair will appeal the ruling.
Malanji and Yamba are the first senior officials from Lungu’s government to face graft charges following President Hakainde Hichilema’s rise to office.
President Hichilema has repeatedly pledged to eradicate corruption, although critics argue that progress has been slower than expected.
Zambia, rich in copper, continues to face significant economic challenges: over 64% of its population lives in poverty.
The case is viewed as a symbolic step toward accountability in a country where high-level corruption has long been pervasive. Observers suggest that successful convictions of senior officials could serve as a deterrent and bolster confidence in Zambia’s judicial system.
