The Ministry of Expatriate Welfare and Overseas Employment has constituted a specialized ‘Grievance Resolution and Settlement Cell’ to ensure the rapid redressal of complaints and operational difficulties encountered by expatriate Bangladeshi nationals.
According to an official order released by the ministry’s administration branch, the directive has entered into force with immediate effect. The decision represents a structured effort by the government to centralize, evaluate, and resolve the administrative, legal, and employment-related disputes faced by citizens living and working abroad.
The executive order dictates that the newly formed cell will consist of a five-member panel of senior civil servants. The committee is to be led by either the Additional Secretary or the Joint Secretary of the Monitoring and Enforcement Division, who has been appointed to act as the official Convenor of the cell.
The remaining members of the panel comprise key officials selected from the ministry’s legal, protocol, and welfare departments. Specifically, the Senior Assistant Secretary of the Enforcement-2 Branch has been assigned the dual responsibility of serving as the Member-Secretary, tasked with managing the day-to-day documentation and coordinating case files.
The ministerial directive further incorporates a clause allowing for future operational expansion. Should the volume of grievances require wider administrative support or specific technical expertise, the cell retains the formal authority to co-opt additional members onto the committee as necessary.
The following table provides a comprehensive overview of the administrative hierarchy and departmental representation of the newly established cell:
| Official Role in Cell | Civil Service Status | Assigned Ministerial Department |
| Convenor | Additional Secretary / Joint Secretary | Monitoring and Enforcement Division |
| Member | Joint Secretary | Welfare Section |
| Member | Deputy Secretary | Law Branch |
| Member | Deputy Secretary | Services and Protocol Branch |
| Member-Secretary | Senior Assistant Secretary | Enforcement-2 Branch |
The newly operational cell has been tasked with several distinct systemic responsibilities aimed at streamlining support for non-resident Bangladeshis:
Rapid Case Processing: Establishing automated and fast-tracked pathways to resolve complaints submitted by expatriates, thereby cutting down traditional bureaucratic wait times.
Legal and Protocol Support: Leveraging internal legal and protocol experts to interface effectively with foreign jurisdictions, employers, and recruitment agencies.
Scalable Operations: Utilizing the statutory provision to induct specialized personnel into the cell whenever an influx of complex international disputes threatens to slow down normal case resolutions.
