An administrative controversy has emerged in the Osmani Nagar sub-district (upazila) of Sylhet after allegations were raised that an employee of a prominent confectionery shop was fined 50,000 Bangladeshi Taka. The incident reportedly transpired after the employee addressed the Osmani Nagar Upazila Nirbahi Officer (UNO), Munmun Nahar Asha, as “Apa” (elder sister) whilst attempting to tender an apology during an official inspection.
The events leading to the penalty commenced prior to the Islamic festival of Eid-ul-Adha. The Upazila Nirbahi Officer of the neighbouring Balaganj sub-district purchased a selection of sweets from the Bonful showroom located in the Tajpur Bazar area. Upon returning to their residence, the official alleged that the purchased confectionery items were stale. Following this observation, the Balaganj official formally communicated the quality grievance to the UNO of Osmani Nagar.
On the Friday afternoon following the Eid festival, the Osmani Nagar UNO, Munmun Nahar Asha, visited the Tajpur Bazar Bonful showroom while maintaining anonymity and presenting herself as an ordinary consumer. During her visit, she questioned a long-standing shop employee, identified as Mannan, regarding the freshness of the available products. Mannan informed the undercover official that the dry sweets on display had been prepared prior to Eid, whereas the standard sweets were produced freshly on that specific day.
Following this disclosure, the UNO alleged that there were active complaints regarding the sale of stale sweets against the establishment. When Mannan requested that she discuss the matter directly with the branch manager, the official became visibly offended, disclosed her formal administrative identity, and threatened to initiate strict regulatory action. Out of apprehension, Mannan temporarily vacated the shop floor.

Subsequently, the showroom manager, Suhel Barua, arrived at the scene to manage the situation and requested Mannan to return and resolve the issue. According to the formal complaints, when Mannan approached the official to express his regrets, he stated,
“Apa, a mistake has been made, please forgive me.”
Immediately following this specific verbal interaction, a financial penalty of 50,000 Taka was imposed upon the establishment.
In the immediate aftermath of the administrative incident, the management of Bonful terminated Mannan’s employment. However, following the direct intervention of the local Member of Parliament, Tahsina Rushdir Luna, his employment status was successfully reinstated. Despite retaining his job, Mannan was subsequently transferred from the retail showroom to the Bonful manufacturing factory located within the Khadim BSCIC Industrial Area in Sylhet city.

Reflecting on the incident, Mannan stated that he had served the company faithfully for 32 years with an unblemished career record. He clarified that he provided the product information under the impression that he was assisting an ordinary buyer. He added that he only used the term “Apa” upon the manager’s guidance to seek forgiveness, describing the resulting fine as an act of absolute injustice against him.
The showroom manager, Suhel Barua, corroborated the sequence of events, confirming that Mannan failed to recognise the UNO’s official status initially and that the fine was levied immediately after the employee addressed her using the colloquial term.
Commenting on the matter, the Balaganj Upazila Nirbahi Officer, Mehedi Hasan, noted that an official cannot legally impose a financial fine solely for being addressed as “Apa”. He suggested that the penalty might have been issued under the Consumer Rights Protection frameworks or due to other operational irregularities, adding that a definitive comment could not be made without comprehensive details.
Repeated attempts to contact the Osmani Nagar UNO, Munmun Nahar Asha, to secure her official statement regarding the allegations remained unsuccessful. Furthermore, the Deputy Commissioner of Sylhet, Md. Sarwar Alam, alongside the Additional Divisional Commissioner (General) for Sylhet, Ashrafur Rahman, both stated that they had not been formally briefed on the incident. Both high-ranking administrators maintained that official comments would only be issued once a thorough inquiry into the exact causes and contextual background of the case had been conducted.
