Ninth Pay Scale Implementation Faces Potential Delays

The proposed implementation of the ninth pay scale for government officers and employees remains under review, with the process currently confined to the stages of proposal evaluation and policy consideration. While the government has expressed a positive stance, prevailing economic challenges and global instability have raised concerns that full implementation may face delays.

Government sources indicate that there is clear policy support for the new pay scale. However, the ongoing conflicts in the Middle East—particularly the heightened tensions between Iran, Israel, and the United States—have contributed to global economic volatility, prompting the authorities to adopt a cautious, “gradual approach” to any financial commitment. Meanwhile, government employees continue to demand swift execution of the new pay scale and an end to existing wage disparities.

Recent developments include the announcement that the pay scale proposals will undergo re-evaluation. It is expected that the matter may be discussed during the upcoming session of the National Parliament, with procedural preparations already underway.

Finance Ministry officials have confirmed that, following assurances from Prime Minister Tariq Rahman, the new pay scale could be implemented in stages, though financial constraints may prevent the simultaneous execution of all recommendations submitted by the Pay Commission.

On 10 March, Zakir Ahmed Khan, Chairman of the Palli Karma-Sahayak Foundation (PKSF) and head of the Pay Commission, met with the Finance Minister at the Secretariat. Although officially attending in his PKSF capacity, sources say discussions included the Commission’s report and its recommendations regarding the pay scale.

Earlier, on 18 February, Finance Minister Ameer Khusru Mahmud Chowdhury had emphasised the need for careful review, noting that the total financial outlay must be assessed against the current fiscal situation, in which Bangladesh records one of the lowest tax-to-GDP ratios in South Asia. He stressed that implementation must be both measured and feasible, taking inflationary pressures and the country’s financial limitations into account.

The Finance Ministry anticipates that proposals for the 2026–27 fiscal year could include partial implementation of the ninth pay scale. However, precise timelines remain uncertain due to ongoing inflation, heightened fiscal deficits, and external economic pressures.

Previously, a 21-member Pay Commission was formed on 27 July last year, chaired by Zakir Ahmed Khan, with a six-month mandate to submit recommendations. The commission submitted its report and proposals on 21 January this year. While the report is considered realistic, formal government action is pending, and discussions are expected to resume with the commencement of budgetary procedures in Parliament.
